VTG 60s Walrus & Penguin Cartoon Art Clay Figurine- Tennessee Tuxedo & Chumley?

I am puzzled by this Vintage 60s Walrus & Penguin Cartoon Art Ceramic Figurine
At the time there was a cartoon called Tennessee Tuxedo (a penguin) w/ Chumley his walrus friend
Even though this figurine does not look like the exact characters I have a feeling the artist was trying to replicate this because the figure looks rather cartoonish
It looks artist made of clay - the clay is solid with no hole in bottom like factory produced figures
This belongs to a cousin who has memory issues and does not remember so any help to ID I would appreciate so I can better list the auction.
